Puzzle?

OK, I have one question as well. It's an open question, so I'm rather curious about your ideas than the exact answer.
Here it is:
What is on the picture that illustrates this message board?
I don't ask what is the actual name of the place or where exactly it is. Rather what is its function, and when and why it might have been built. To make it easier I'll add that it's not an ancient building, it was built in our era.
Any ideas?
