You are correct, and I was not clear. All I meant to point out was that the words cited here were spoken man-to-man, in private. Ergo, by JA's strictures, she could not, would not, write out the scene. The paragraph, since it was being related to Emma, should have been constructed thusly—
"'I perfectly agree with you, sir,'?—was then his remark. 'You did behave very shamefully. You never wrote a truer line.' And having gone through what immediately followed..." ... with more quotes within quotes to the end of the paragraph.
But the actual scene when this conversation took place is never shown in the book. Hearsay.
